Purpose Policy oversight of WIA-funded youth services.
Goals Improve level of policy-relevant data available to Youth Committee; provide TA to local WIBs/Youth Councils; provide forum for exchange of info and identification of relevant issues among youth-serving agencies.
Target Population At-risk youth 14-21 years old.

Description The Youth Committee of the Connecticut Employment and Training Commission (CETC), the state-level Workforce Investment Board under the federal Workforce Investment Act (WIA), has pursued the improvement of services to the state’s disadvantaged and at-risk youth aged 14-21. Co-chaired by Louis Saloom and Steven Pryor, the committee exercises policy oversight for youth services funded through WIA and implemented through local Workforce Investment Boards (WIBs).

The committee provides technical assistance to WIBs and their local Youth Councils, and for the past few years that assistance has focused on helping the WIBs improve their contracting processes for youth services. Committee staff also have collaborated with the state Labor Department in developing an improved series of data reports that can provide policy-relevant information on youth services.

In addition, the committee has broadened its purview beyond WIA-funded services and has sought opportunities for leveraging resources. In that connection, it has pursued the development of linkages with the juvenile justice system, and has provided staff support and coordination for several of the program initiatives described below. The committee includes representation from DCF, SDE, CSSD, DSS, DOL, DHE,  local WIBs and Youth Councils, the Community College system and the Regional Career Technical High School system.
